Windows Update problem .. can't select software or hardware updates

Not exactly sure when ... but now when I go to Windows Update ... select the
custom scan .. it shows that I have optional software and hardware updates
(on the left) when I try to click on them (any of the left links... install
updates ... high priority... software ... hardware .. select by product)
other than the options links they all just restart windows update in the
frame on the right. When I hover over the links they just say
http://update.microsoft.com/microsoftupdate/v6 . Under the options on the
left .. Restore hidden updates also is linked to the above address but the
others all have something after like "review your update
history":http://update.microsoft.com/microsoftupdate/v6/history.aspx?ln=en-us.
Has anyone else ran into this and figured out a solution .. I have even
reinstalled IE7 and used both my main account and the administrators
account.

Any help would be appreciated,
