Windows Update Not Working!

This is not the first time this has happened but
everytime i go to http://windowsupdate.mircrosoft.com
then scan for updates, it is always 0%. It seems like
nothing is happening. Maybe im not waiting long enough?
how long do i have to wait to get some progess??

I've waited as long as 5 min for the first 33 percent to

show up. usually after the first 33 then it jumps to 66
shortly after. Good Luck
