Windows Update issue

I have Windows Updates set to notify me when updates are available, but not
to download. When the icon in the system tray tells me that updates are
ready, I select those updates which I want (usually one at a time so it
doesn't take too much time) and then click "Download". The problem I have is
that often the download just doesn't seem to begin. There is no traffic over
my broadband connection, so I can be sure that no unannounced downloading is
happening in the background. The Update icon in the system tray goes back to
saying "Updates are ready for your computer". When I click on the icon, the
update I have selected to download is no longer showing, but it isn't being
downloaded. I have tried going to the Windows Update website and going
through the whole tedious process of having my computer scanned for updates
etc, and the relevant update is still shown as available there. When I
select it, it begins to download immediately.

About half and hour ago I opened the system tray update icon and selected
Office 2003 SP3 to download. 30 minutes later, nothing has happened. There
is no traffic via my broadband router. Can anyone shed any light on this? My
impression, having observed this issue for a while, is that small updates
work fine, but large updates don't start.

Updates are not downloaded or the “Automatic Updates” icon does not display the status of
downloads when you enable the Automatic Updates service

For Office 2003 - just manually download the full installation pack and install

Burn to CD and keep in case you need it.
