Windows Update from Start menu won't run..Please help!!

Hi,
When click on Windows Update in Start menu, it won't launch IE at all.
Similarly, when click on Search in Start menu, it won't launch IE.
Understand that Windows Update in Start menu execute this file wupdmgr.exe
and tried running this file from command prompt or Run in Start
menu...results still the same.
Have reinstall the W2K serever OS via the Upgrade option from the W2K Server
CD and repaired IE few times but failed to get it work.
Help is needed!! Anyone has any ideas?

Go to Windows Update via IE Tools>Windows Update.

What *does* it do?
