windows update caused office outlook 2003 to operate with reduced.

has anyone else had this problem, I have reinstalled outlook and this doesn't
fix the problem
 
now only receives email but i cannot compose/forward etc. mail seems to be
disabled
 
I had this Send Email problem this week, searched this bulletin board and
found the problem (a MVP provided it) was the Send to OneNote add-in. In
Outlook, go to Tools, Options, Other, Advanced Options, COM Add-Ins. I
unchecked all the COM Add-ins, then added them back one by one.
