Windows trying to start a program that has been removed

A computer that I have is trying to open a file at startup. I removed it from
the startup list using msconfig, but it is still trying to boot that file. Is
there another way to remove that file?

There should be a preference or setting in the program to not run at
startup.
 
My thing is, it's not exactly a program, it (was) a file, 36.tmp. I removed
it from startup, and the registry. But every time I turn the computer on, it
still looks for that file.

Look through msconfig, Startup tab for a reference to the filename. But
also look through the registry, run sysedit and see if it's referenced
in any of those four files.
 
Did all that. I even used a registry cleaner (forgot the name of it) to clean
it out from all the user names on the computer. But the computer still tries
to run that file.

Another program is probably executing it then. MSConfig can be used to
disable perhaps half the startup programs, then less. Eventually you
can narrow down what program is starting it up.
