user changes to start up programs

I manage several public XP PCs, and I often use msconfig to uncheck
prorgrams from starting on stratup. The problem now is that on one and
only one of them, I can only use msconfig when logged in as admin,
which means it only changes the stratup programs for that
loging...when I log in as the public user, all the things I unchecked
still startup, and when I try to use msconfig, it says Access Denied.
How can I either give the user access to this, even if only
temporarily, or use some other method to delete certain programs from
the startup list?

Try this freeware:

Starter
http://codestuff.tripod.com/products_starter.html

After download and install - go to the 'All Users' section and uncheck
or Delete (if you are sure) from there.
