Services settings are in the HKEY_LOCAL_MACHINE key in the registry.
HKEY_LOCAL_MACHINE applies to the whole machine and not to individual users.
So I do not think that you can make changes for services that apply to
individual users.
Use HKEY_CURRENT_USER startup program settings for per user settings.
I.e. HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
Use %userprofile%\Start Menu\Programs\Startup folder for program startups
per user.
Do not use C:\Documents and Settings\All Users\Start Menu\Programs\Startup
or %allusersprofile%\Start Menu\Programs\Startup startups in this folder
start regardless of who logs on. I.e C:\Documents and Settings\User
Name\Start Menu\Programs\Startup
Use the program settings for each individual user while that user is logged
on.
Use a 3rd party program for setting startup items per user.
