Windows to remember previous settings?

I hope my subject line is understood as I intended.

What I mean to say is that when I open IE or explorer etc. the newly opened
window doesn't fill up the whole screen, I have to "expand" or "enlarge" the
window manually. Then if I close the window and re-open it the window is
"minimized" again. How can I get closed windows to remember their last size
and open up to this way [full screen]?

FWIW I have tweak UI installed.

Any help appreciated.

Hi,

The secondary window inherits the last window opened, usually pop-ups. To
correct each, drag the Window out using the double arrows then use,
File/Close or Exit. Re-open.
