Windows Task Manager Corrupted

When I perform "crl-alt-del" Windows Task Manager does not appear on the screen. The only item is the "Application" window. Absent are "Processes," "Performance," " Networking," and "User" tabs and all the ordinary menu items: File, Options, etc. Can anyone offer suggestions to reinstall or repair Windows Task Manager? Please!

Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".
