windows sysyem folder too big?

I have a system (5 years old) running XP Home ed. and the Windows
system folder is 4 GB in size. I've got a 15 GB partition and I have
tried to clean up the disk because I have about 1.5 GB left. Is there
a way to reduce the size of this folder? Thanks.

Did you check for and delete any duplicates between the \system folder and
the \system32 folder?

I checked the size of these two: the system folder is 14 MB and the
system32 folder is 1 GB. There are lots of $NtUninstallKB823980$ type
folders (total about 500 MB) and *.tmp files in the sys32 folder.(few
hundred MB). Can I safely delete these?

txt and .log files are simply text, and will free up very little space. You
can leave those alone as deleting them will accomplish very little.

..old and .bad files...most likely you can get rid of those with no problems.

..tmp files can be deleted. Windows will recreate .tmp files as it needs, but
for some reason it fails to clean them up when they are no longer needed.
There may be some that can not be deleted as they are in use.

The best bet for clearing up drive space, is to remove any temporary
internet files, reduce the size of your recycle bin, and uninstall any
programs that you are not using.
$NtUninstallKB******$ will uninstall hotfixes. You could move them safely.
If you ever reinstall XP get a slipstreamed disk. The hotfixes can not be
removed but you will not have these files.
