Windows System Restore wont load up

I get a "Run a DLL as an APP" error when I click on
System Restore.

Error signature:

AppName: rundll32.exe AppVer:5.1.2600.0 ModName:srrstr.dll
ModVer:5.1.2600.1142 Offset:00009765

I get Exception Information of:

Code: Oxc0000005 Flags: 0x00000000
Record: 0x0000000000000000 Address: 0x000000005c029765

I have used System Restore without a hitch many times and
now to get this error message for no apparant reason is
troublesome. I cant even get into System Restore to
change ANY settings, as soon as I click on the program I
get this error. Any insight on this error code would be
greatly appreciated.
