"windows sockets initialization fail"

After an very slow startup I get the following error message "windows sockets
initialization fail". After this I cannot access the internet (it fails to
find and IP address) and after an hour or so of use I get a message that
windows is running out of memory and I can no longer open any other programs.
I have tried reinstalling the Internet Protocol (TCP/IP) but the problem
persists.

Is there anyway to fix this without reinstalling the system. I have the
manufacture's recovery CD but since I am currently studing overseas I don't
have any other software on me.
