Window sockets initialization failed

Setup: Windows XP, modem ADSL

I got this message "Window sockets initialization failed" at windows start-up.
Then I can not connect to my internet provider.

Even the ping command does not work. It gives a similar error "Unable to initialize sockets"

What can I do ???

Hi

PIII XP Pro.
I connect to internet either through ADSL or dial up, I received the confirmation I am connected.
if someone else pings my computer, the computer answers ok. I also can ping others computers but.....

None application can access internet, so I can not browse with the IE neither check email or anything else.

To discard DNS problems I check to put the IP address of a site in the IE but it doesn't work neither.

Any suggestion ??
