When I tried to set up SBC DSL on my XP machine, I got a
"windows sockets initialization failed" error. The
software worked on my other computer that runs on Windows 98.

Can anyone help?

Try this M$ article:

How does your new computer connect to the modem? You may not need the SBC DSL
client, and it may be damaging your system anyway.

Paranoia comes from experience - and is not necessarily a bad thing.
