windows sockets initialization failed

I got this message. I reloaded windows. It will not find
the internet, either through ethernet or dialup. I get
the message windows sockets initialization failed again.
I called microsoft. The fellow suggested reformatting my
hard disk. I cannot figure out how to do this in XP.
Does anyone have a suggestion?

I found a utility which fixed this problem. Apparently
spyware had ruined my TCP/IP settings. I found a great
program which restored it after months of fruitless calls
to microsoft and others. FYI it was at:
