Windows Shell Common Dll

I need Windows Shell Common Dll to open sapi.cpl. How do I get this dll?
I am trying to use a telephoney system and my microphone doesn't work.
In the control panel the speech icon is broke and I think I have narrowed the
problem down to not having this dll installed. When I click the speech icon
it reads:An exception occurred while trying to
run"shell32.dll,Control_RunDLL"C:\Program
Files\Common Files\Microsoft Shared\Speech\sapi.cpl",Speech"


I was told to search the registry and delete sapi.cpl. What good would this
do?

I have done this to add speech recognition

I just did a load on two WinXP Pro machines. They had SAPI 5.0 installed on
them from an Office XP installation. The installer I made with the merge
modules and Visual Installer 1.1 properly updated both machines to SAPI 5.1
without any issues.
