Windows Reboot/Restart not working

I recently noticed that my Windows does not Restart when I press the Restart option. It just shuts down and I have to start it up manually. Does anyone have a cure for this? All the web references I have studied so far on the subject relate to Windows repeatedly restarting. This one is quite the opposite.

You probably need a BIOS upgrade.
