Computer locks when using Restart

My computer will not restart when loading Software and when shutting down, it
locks up in the BIOS screen. It will restart by using, Stand By or Turn Off
but freezes when ever I use the Restart option. Has anyone else had this
problem and if so did they manage to cure it. I would be very grateful for
any HELP
