Unable to restart Windows XP

I'm running Media Center Edition 2002 and have recently run into the
following problem. If I try to restart Windows or have installed or applied
an upgrade that requires Windows to restart, it now always shuts down rather
than restarts, requiring a manual start.

Any idea of what may be causing this and what I can do to correct it?

Hi,
What is the Upgrade for and what program is it?, could you stsart in safe
mode and look for Error messages in the Event Viewer and Post it here for us
to be able to help in the right direction.
You may have a Virus/Malware from this Upgrade/program if not MS Upgrade or
Hardware issue like power supply, Video card....

When I say upgrade, I'm including an MS Upgrade. There's nothing specific I
can think of at the moment. All Windows, antivirus and firewalls are up to
date. I run Adaware andSpyBot. The system runs fine with absolutely no
problem. There are no obvious problems, everything works as expected and
performance continues to be what I expect. It just won't restart. It always
shuts down completely.

I can't exactly remember when it first started, but it was probably several
months ago. When it first happened, I passed it off as a fluke, but later
realized that this was an on-going problem.

From a software standpoint, the only upgrades I can think of being installed
are from MS, Symantec and Adobe. Nothing else comes to mind.

I would like to perform these steps to isolate the issue.
1- Open your Case and Try to Reset the Cables on the Motherboard, but be
carefull not to damage or have electric shock, before perform any thing put
your hand on the *Chassi* or the metal frame for 30 secs or so, then try to
Reset your Cables/Ribbon cables for HDD and Power cables In/Out motherboard
gently but sure enough to be fitted firm.
2-Download the diagnostic tools from your HDD Manufacturer and Extract to
make bottable Cd/Floppy and Reboot with to see if the HDD is Defective.
Boot into Safe Mode and Open the RUN command and type in:
msconfig Press OK, on the opened window Click on StartUp Tab and Deselect
some of the Non-MS Applications say like Adobe,AV,just start with Basic MS
programs and Devices.
3-When your in Safe Mode Go to the Event Viewer and Look for Red
Corssed/Plus Error Messages and send them here.

4-For System Restore to an Earlier Date Go to this link for:
