Computer restarts insted of shuting down

A computer running xp pro which i recently built is working fine
with no problems other than when every i try to shut down it restarts
It doesnt matter what method i shut down, if i start menu shut doen, Crt Alt
Del. the choose shut down, if i hit the power button once to force a windows
shut dow...
no matter what i do it restarts and i have to shut down then turn power off
once it restarts before it starts to boot

I have tried systerm menu and turned of auto restart. any other ideas????

im sure its nothing to do with hardware and im thinking it could be a
problem with one of the windows updates(the windows xp pro is fully updated)

any ideas???

i read somewhere that there was a program which gave computers the same
problem(not a virus) but this program isnt being used on this computer or has
ever been used.
