Windows program performance issues

A lot of things on windows have stopped working properly. When I hit alt ctrl
del, the task manager just flashes quickly. Same thing happens when I try to
open the device manager as well as windows installer. They open and then
close before I can even do anything. Someone please help.
 
Install xp cd,exit the info page,go to run,type:cmd In cmd type:
Sfc /Scannow When its thru,type:CHKDSK C: /F Agree to restart,then
type:EXIT Restart computer,run the DOS window in Min.,sometimes
the bar graph runs behind it.
 
That works ok all the way til it says to restart. It says it will have to
check it the next time the pc restarts and so I rebooted and nothing
happened. Am I still misunderstanding?
