Windows Problems - Is there a fix on XP CD-ROM?

I've been having CLL error message problems and somewhere along the way have
lost the ability to Sytem Restore. Is there a way to use the original XP
CD-ROM which came with the Dell computer to fix these problems without doing
a complete reinstall? Thanks!!
