Windows Paint

As with most systems, part of the software package
provided by Windows is something called Paint or
Paintshop. I'm looking for something better than that to
manipulate pictures and graphics. Visually speaking,
Paint is barely an improvement over how a kid's
etchoscetch works. Unless a line (artistically viewed) is
along the horizontal or vertical path, it's a very badly
broken line visually. I'm looking for something that can
represent clean lines along all plains of a 2D picture.
Has there ever been anything done that is closer to that
than Paint? If there is, what's it called?

most cameras come with one, printers, scanners. Go to like
canon's web site I know they have one I just downloaded a
new version.
