I currently have Windows 98 installed on my laptop. I
have been having problems and Road Runner/Brighthouse
says that I should reinstall Windows due to some missing
files. Can I install Windows XP on my computer to replace
Windows 98? Thanks.

Possibly. It depends on your laptop and if it meets the requirements. I
would start here

http://www.microsoft.com/windowsxp/home/evaluation/default.asp

or here

http://www.microsoft.com/windowsxp/pro/evaluation/default.asp

There is a link to the system requirements at both the Home and Pro sites.
Also, you can download an upgrade advisor from here:

http://www.microsoft.com/windowsxp/pro/howtobuy/upgrading/advisor.asp

Without more detail about your system though, no one could venture a guess
if you can upgrade or not.
