windows NOT LAUNCHING!! need HELP!!!

with no applications open, sitting idle at the desktop, i
am noticing a flickering (hard drive ticks over -mouse
pointer turn into hourglass and back again) every 2
seconds or so. Task manager shows excessive cpu uptake of
winlogon.exe (50%), system, system idle process, and
explorer.exe. All seem to be jumping around from low to
high processor uptake every other second.

Last night I got the following error message:

WINLOGON.EXE - UNABLE TO LOCATE COMPONENT
This application failed to start because SHELL32.dll was
not found. Re installing the application may fix this
problem.

upon clicking OK i then got this:

The logon user interface DLL MSGINA.dll failed to load.
Contact your sys administrator to replace the DLL or
restore DLL


windows would not launch at this point. I have since run
repair from xp CDROM which has recovered it. However
this flickering persists and i think it is related to the
crash. I am now too scared to turn off my PC for fear it
will not start again.

CAN SOMEONE HELP ME PLEASE!

Probably there are some (system)files on a damaged sector of the hard disk. Run an error-checking tool. For the Windows build-in tool: rightclick your hard disk drive, choose properties, go to the tools tab and click check now. Tick all options and click start.
