Windows Media Services on Windows 2000 server

I am trying to stream an audio file encoded on Encoder 9
with Windows Media Audio 9 codec on a Windows 2000 server
and it does not seem to do it. It gives me the following
error which does not seem to have any info attached to it
that I can find: Error# C00D11CD Files encoded on the
previos Encoder work fine.

Can Windows 2000 Server stream Windows Media 9 content? I
do own 2003 but have not had a chance to upgrade as yet.
