Would it be possible to install Windows Mail on Windows XP by getting the
Windows Mail files from a 32-bit version of Vista?

No.
And why would you want to? Outlook Express was trouble-free for me.

Native junk e-mail filtering using Outlook 2003's junk e-mail filtering.

Windows Mail spam filtering is pretty decent, but people who used
Outlook Express with a third party spam filter such as K9 had
excellent success, including the ability for the filter to be trained,
which Windows Mail doesn't do.
