Windows Mail Error 0x800CCC0E

I can neither send nor receive mail from a newly set up account, here's the
error messages I get:

The connection to the server has failed. Subject 'Test Message.', Account:
'pop-server.xxxx.rr.com', Server: 'smtp-server.tampabay.rr.com', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

According to this page at roadrunner, your POP and SMTP server names are
incorrect:

Roadrunner's server assignment scheme is a confusing mess.
Former Adelphia customers apparently use
smtp-server.roadrunner.com and pop-server.roadrunner.com,
while others use the locality-based assignment such as
smtp-server.tampabay.rr.com.

SSL and port 25 are seldom used together, so try turning off SSL.

pop-server.satx.rr.com is the POP3
smtp-server.satx.rr.com is the SMTP

you will do it this way and make it whatever your city and state is. EX:
pop-server.tampabay.rr.com is the POP3
smtp-server.tampabay.rr.com is the SMTP

IF YOU ALREADY DID IT THIS WAY, THEN YOU NEED TO FIND OUT FROM TWC IF THERE
IS A HYPHEN BETWEEN TAMPABAY OR NOT. YOU ARE PAYING FOR THEIR SERVICE, SO
TAKE ADVANTAGE OF CALLING THEM WHEN NECESSARY. THIS IS YOUR BEST BET.
