cant send mail???

can somebody help me??..
I just got windows live mail.
and I can receive mail, fine... But I cant reply... or send anything..
the error message I got was ;


The connection to the server has failed.

Subject 'Re: email check'
Server: 'smtp-server.tampabay.rr.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure(SSL): No
Socket Error: 10061

Are you connected to Roadrunner when this happens?
You have to be, or you can't use RR's SMTP server.
