Windows Logon Process Stop Error

I am running into a problem on multiple systems. Each is configured
differently, and they have different hardware and software combinations.

The error is STOP: c000021a {Fatal System Error}
The Windows Logon Process system process terminated unexpectedly with a
status of 0x00000402 (0x000000000 0x000000000). The system has been shut
down.

I cannot even boot the system into safe mode.

The only thing that worked on one system was a full reinstall of Windows,
which as you can imagine is quite time consuming and annoying.
