Windows "locks" instead of switching users

My sister did something to the computer. We cannot get the welcome screen to come up at all. Both the Welcome screen and quick user switching are enabled. Whenever we hit "Switch User" the computer says that it is locked and only that user or an administrator can unlock it. If we log off it comes up as if the welcome screen was disabled

Hi Michael,

Without knowing more about the history here, is sounds as though either she
meant to Auto-Logon to a certain account and while doing so, didn't switch
from the admin account to her's and/or she modifiied the settings from right
clicking the My Computer icon/Properties/Computer Name/Change/Member of.

If either or neither is the case:

Press Control/Alt/Delete Twice for Pro and Boot into safe mode and login for
Home and try to correct things there.

Thank you but that didn't help. My computer is set up with an administrator acct. and three power users. When this happened we upgraded both mine and my sister's to Admin. I have a feeling it might have something to do with that

If the account(s) have a password, try it without. If they don't try it
with one to test. Also per chance has Picture and Fax Viewer been disabled?
If so, this is common behavior. To reset:
Start/Run: regsvr32 shimgvw.dll

It makes a difference for some users. Good luck!
