windows is not fully installed error

i just reimaged my comp and when it goes to the part where
it is gona tell me to register windows it pops up with an
error saying:

The system is not fully installed, please run setup again.

i ran setup again and get the same error, im gona try a
different recovrey cd and see if i get the same results,
but does anyone know why i am getting this error

What diffrent recovery cd are you going to try to use?
The only recovery cd will be the xp cd,enter recovery
in xp,type:FORMAT C: /FS:ntfs
When its thru,type:EXIT
Reboot to cd,reinstall xp
For recovery password press the enter key,forget the 1st
installation,start from scratch.
