Windows Internet Explorer on xp hp computer

I switched from dial up to cable (road runner) and my internet explorer does
nothing and I have had to unplug to shut. But now I get Internet explorer
that says it is non responsive and has to close down. I am not computer savy
but can follow instructions...Help!

Go to control panel, internet options, and look for the Connections tab. If
you can't find Internet Options, choose "switch to classic view" on the
left.

Make sure "never dial a connection" is checked -
In the LAN settings button, uncheck anything proxy-related

Try again.
