Windows Installer Service

Can somebody please help me? I posted the following problem to the newsgroup
a few days ago, but never got any resolution. Maybe I had it posted to the
wrong area (Windows XP Media Center instead of Windows XP Help and Support).

When I try to install the software for my HP Scanjet 5470C scanner, I get the
following error message: "The Windows Installer Service could not be
accessed. This can occur if you are running Windows in safe mode, or if the
Windows Installer is not correctly installed. Contact your support personnel
for assistance."
I am not running in safe mode and other programs install okay. I installed
Ahead Nero software package with no problems. I checked Services to insure
that Windows Installer Service was running...it was not. So I started it,
but it still gave me the same error message. I am using the administrator
profile. I bought my computer from HP with XP Professional already loaded,
so I don't have the installation CD for XP to reinstall the operating system.
My system is an HP Pavilion Pentium 4, 2.1 ghz, 1gb sddram, nVidia GEForce
w/128mb ram, 60gb hdd.
Any suggestions would be greatly appreciated. Thank you.

Then I replied with the following:

I followed the instructions on that link, but when I tried to restart my
system, it doesn't finish loading after I log on. It hangs when it is
loading the desktop wallpaper, before the system tray and desktop icons
appear. It just sits there forever with the cursor. I tried starting in
safe mode, safe mode w/networking, safe mode w/command prompt, last known
good configuration, even tried logging on as the other 3 accounts on the
system but nothing works. This is getting very frustrating. Please help
me!!!!!!!!
