windows installer service in safe mode

Why can't the Windows Installer service be started in safe mode? The
reason being that I have an installer application that errors in
normal mode, but works in safe mode (I have tried _everything_ to fix
it in normal mode), but, during part of the installation it uses
another .msi application, which won't work in safe mode because of the
Windows Installer service not being activated. When I try to activiate
it manually, it refuses because I'm in safe mode.
