windows installer service could not be acessed?

After i download the windows installer it starts the install and says its
checking the windows and configureing. then a window pops up in the middle
and says its installing. it stays saying its installing for a bit then it
opens a new window saying "The windows installer service could not be
acessed. this can occur if you are running windows in safe mode, or if the
windows installer is not correctly installed.

Is there anything anyone knows about how to fix this?

I'd start by downloading and installing the latest version of the installer.
If you are patched to date, you should already have this, but perhaps
putting it in again will get things going--that's where I'd start, anyway:
