Windows Installer Service

I can't Install files that i try to download from the Internet. A message
appears that says
"The Window Installer Service could not be acessed. This can occur if you
are running Window in Safe Mode, or if Window installer is not correctly
installed. Contact your support Personnel for assistance."

What can i do...

--Windows XP--
