Windows Installer service is not working at all

Hi,
I am suffering from this problem for a long time. when I am trying to
install or uninstall a program into my PC it does not work at all and;
moreover, it gives me this message (The Windows Installer service could not
be accessed. This can occur if the windows installer is not correctly
installed. Contact your support personnel for assistance.)
