Windows Installer not properly installed

Can anybody help me please because I got problem regarding installing a
software(not all software) it says " Windows installer Service cannot be
accessed. This occur if you are running Windows in safe mode or windows
installer is not correctly installed" I Already change my Windows set-up to
normal mode but still I Cannot install yet. How can I fix windows installer?
Please reply. Thanks.
