Windows Installer error 2932 revisited again...

In researching this problem, I've found several threads on the topic,
but no solutions. This is the most relevant thread I've found:

Basically, I'm having the exact same problem as the poster in the
thread above. I'm running Windows XPe on a machine that's booting off
of a Compact Flash card which is marked as removable. Any time I try to
run a windows installer, I get the "Internal error 2932". It is always
in regards to a file that looks like:
"C:\Windows\Installer\{some-guid}\someapplication.exe , 1307".

The poster in the thread above said that he solved his problem by
purchasing a CF card that was marked as non-removable by the
manufacturer. Unfortunately, for me this is not an option. I'm running
an embedded system and I can't touch the hardware in any way. I've also
seen mention of contacting the CF card manufacturer and requesting a
utility that would mark it as non-removable. I did this, and the
manufacturer refused to provide me with such a utility.

Here are some more details:
- I'm running Windows XPe service pack 1
- The CF card is a Transcend 1G02
- I've tried running the windows installer with the SHORTFILENAMES=TRUE
property set (as the problem appears to have something to do with the
length of filenames). This did not change the problem at all.

Is there ANY way to work around this problem? I've been searching
everywhere and can't seem to find a solution. This issue has completely
prevented me from using my XPe system. If anyone has even a workaround,
no matter how bad it is, I would greatly appreciate it.
