Windows Installer Crashes and won't install new software

HELP!!! XP will not install any new software! It appears
that the Microsoft installer is failing as the install
sheild wizard begins to load it stops and I get the first
message listed below as an "Internal Failure 0x80040707"

I am getting the following error messages:

I disabled both the anti-virus and firewall products to no
avail, the installer crashes with the same set of errors.

That's a bad sign, isn't it? I was under the impression that Intuit
promised no more sneaky stuff in this year's version of TurboTax. Glad
I used TaxBrain instead.
