Windows installer cannot be accessed

I am running windows Vista home premium. When I try to download financail
information from one of my banks into quicken. I receive an error message
that states:
"The Windows Installer Service could not be accessed.This can occur if the
Windows Installer is not correctly installed. Contact your support personel
for assistance." When I checked the microsoft web site I was instructed to
look under problem reports and Solutions. I have tried this but without any
success.

Any help is greatly appreciated.
