Windows Installer 3.1 Greyed Out in AutoUpdates

Platform: XP Service Pack 2 (2600)
Problem: In Automatic Updates, there's one update available: Windows
Installer 3.1. The checkbox is greyed out and checked, meaning I can't
choose to not install it. Thing is, when I click Install, it eventually says
it cannot be installed, and that update is offered again. I attempt to
reinstall, the same thing happens.

I'd like to be able to either:
a) unselect the Windows Installer 3.1, or
b) have it install successfully.

Did that, the installers said that I was up to date on those. On a related
note, it's not just Installer 3.1 that's not installing -- it's also Security
Updates for Windows XP (KB905414 and KB896423). It doesn't say why, simply
says that they were not installed.
