Windows Installer 3.1 v2 fails

Hello,

When I try to install certain software, the installation process fails at
80-100% complete. There are no error messages and the installation process
just hangs and never completes.

I have read KB Article ID 898628 "Windows Installer fails silently after you
upgrade to Windows Installer 3.1" and my Windows automatically updated to the
fixed version 2 of Windows Installer 3.1.

Another strange thing is when Windows automaticallyupdates ("Automatic
updates") and I install the updates, the same happens and the process never
finishes.

What should I do?
