Windows firewall

I have a customer with Windows XP Professional. Somehow he cannot turn the
firewall off. It is blocking URLs especially trying to upgrade the Norton
Internet Security. The sites are blocked even when the Norton is disabled.
Can anyone help me with this problem.
 
I think you're barking up the wrong tree. A firewall doesn't interfere with your ability to access something on the internet - it interferes with the ability of something on the internet to access you. Something else is preventing your client's ability to update NIS. You should know that there have been several viruses which use the Hosts file to prevent the user from updating their protection software or even from reaching the company's website.
