XP and firewall

I have had a small home network set up using Win XP and no servers routing
internet access through a Linksys router. After installing SP2 The firewall
seems to be blocking access to the network. I have attempted several times
to turn off the firewall since I am using Norton Internet Security to no
avail.... the firewall seems to be back up every time I reboot and I cannot
establish connectivity to any of my workgroup computers... HELP!!!
