Windows Explorer Startup Folder

When you right click on the Start button to start up Win Explorer, Windows
always defaults to the Start Menu folder for the logged in user. If you put a
link to explorer.exe on the Desktop, the startup folder is C:\, at least on
all the computers in my offices, about 30. It would appear from this that the
startup folder for Explorer is customizable but I cannot find out where to
make this change.
Any ideas?
