windows explorer is missing

when i try to open windows explorer My Documents opens. I don't have access to Windows Explorer. How do I get windows explorer back.

It's normal for the start menu's shortcut for Windows Explorer to open to
the My Documents folder.

Alternatively you could use Windows key +E. Or create a new shortcut to
Explorer. You can tweak the "target" line to open Explorer wherever you
want. For example:
%windir%\explorer.exe /e,c:

will open Explorer with the focus on C:
