Windows Explorer Incorrect Path

I have two computers running Windows XP Home. One has SP1 and the other has
SP2. Whenever I type an incorrect file or folder path into the address bar of
Windows Explorer, I get two different types of error messages. On the
computer with SP1, I receive a "The page cannot be displayed" message as if I
had gone to a website (picture:
http://home.comcast.net/~luigiman89/cannot_find_server.jpg). On the SP2
computer, I get a warning message that says the path or Internet addess is
incorrect (picture: http://home.comcast.net/~luigiman89/incorrect_path.jpg)
on top of the folder window.

Is this a difference between SP1 and SP2, or is there a setting that affects
this?
 
XP Pro SP1. I do not have SP2, so I cannot check that.

gets me.... The page cannot be displayed message.

c:\documents%20and%20settings refers to a location that is unavailable. It
could be on a hard drive on this computer, or on a network. Check to make
sure that the disk is properly inserted, or that you are connected to the
Internet or your network, and then try again. If it still cannot be located,
the information might have been moved to a different location.
